A couple of things:

1. If my memory is correct, Carlos had volunteered to be the maintainer for the repo.
2. Folks should check out the Xguidelines and procedures for OASIS open repositories: https://www.oasis-open.org/policies-guidelines/open-repositories/#licenseTools
3. We need to hold a vote at a TC meeting to request a new open repo. I think we should have all the necessary info -- description, maintainer, whatever we need to request the repo -- settled before we vote.
