Current draft-in-progress attached.

One item we failed to bring up on the TC call today was the best title for the committee note. We are considering the following possibilities:

Using DITA Troubleshooting Version 1.0
Using DITA 2.0 Troubleshooting Version 1.0
Using DITA Troubleshooting Version 2.0

I think OASIS will let us handle the version number as we think best ...
