Almost all, if not all, grammar files in RELAX NG format from DITA 1.3 distribution have this declaration:

<?xml-model href=""

                         schematypens="http://relaxng.org/ns/structure/1.0"?>

But "urn:oasis:names:tc:dita:rng:vocabularyModuleDesc.rng" is not declared in any of the included catalog files.

I assume it should be safe to ignore that model declaration while parsing DITA grammars. Is there any reason to believe the contrary?
