I'm assuming that in the requirements document, we'll replace any  
references to specific solutions, such as DocBook and WebDAV, with the 
underlying requirements that suggested these solutions.  If we feel 
constrained to use these particular approaches in our document 
management system, then I'd suggest we explain why DocBook and WebDAV 
are necessary or desirable in a "constraints" section.  

I know I risk sounding pedantic, but I think we'll head off a few 
objections and questions from the wider OASIS community that way.
