Yes, but latest jadetex use hyperref to make bookmarks.  So, if you
use pdfjadetex you get bookmarks directly in your PDF file.  Remember
to set the heading level generation in your style-sheet:

(declare-characteristic heading-level 
   "UNREGISTERED::James Clark//Characteristic::heading-level" 2)

and 

(define %generate-heading-level% #t)


I'm not sure when this feature was introduced, but it has been around
for a while. The earliest versions of jadetex with this feature did
not work properly, but it has been fixed.  As usual, I recommend using
the patches from iNdev when using jadetex:
