Yes, IMHO. Rationale? Simply because Norm updates so frequently,
so like one of my other key tools, emacs, I want docbook to 
be 'isolated' from *my* setup, and referenced via (in this case)
my layout.xml. That way I know I have 'remembered' all the 
params I need for various bits of docbook. 
(Minor aside, I'm not keen on param interaction, e.g. unicode
callouts needing extensions, unless its well documented).
