include foo as a parameter entity instead:

<!DOCTYPE book PUBLIC "-//OASIS//DTD DocBook XML V4.1.2//EN"
"docbookx.dtd" [
<!ENTITY % foo SYSTEM "foo.xml">
<!ENTITY bar SYSTEM "bar.xml">
%foo;
]>
&bar;
