DOCBOOK-APPS: Resolver source code released

An update of, and source code for, the Java Entity and URI Resolvers
that I released some months ago is now available. Humorously, it is
available from two places nearly simultaneously:

- You can download it from http://www.sun.com/xml/developers/resolver/, or
- You can get it from the Apache xml-commons project

At present, it's only available from Apache (AFAIK) by checking the
code out of CVS. Today, the code is identical in both places, but I
will soon begin correcting a couple of, uh, design oversights, in the
code at Apache.
