I recently posted modifications to dbparam.dsl and dbautoc.dsl which add the book-toc-depth parameter, https://sourceforge.net/tracker/index.php?func=detail&aid=439902&group_id=21935&atid=373747

This does not add chapter-toc-depth, but gives you a start.
