Subject: DOCBOOK-APPS: EBNF module now in Debian (unstable)

The EBNF module was missing from Debian, so I've packaged it.  It is
now in "unstable", that means it would be part of uncoming Debian 3.0,
but of the next one (presumably 3.1).
