Yep. The package is being built with

-DDEFAULT_SCHEME_BUILTINS=/usr/share/sgml/openjade-1.3.1/builtins.dsl

and that's where the file is. I checked by modifying one of the comments 
and verifying that the modification was reflected in the error message.
