The nbsps in the language files prevent the line from breaking between the term and the number. I.e. it keeps you from ending up with:

blah blah blah blah blah blah Appendix
A blah blah blah blah.

I doubt that's valuable enough to keep if it breaks passivetex's bookmarks, tho it's really a passivetex problem.
