Well, this might be a bug in the resolver.  Clearly your
catalog setup is working, because much of it does work.  I
got similar results on resolving "docbook.xsl" when I
tested your catalog (adjusted for my pathnames).  Oddly
enough, the messages indicate that it does resolve to the
correct uri for the stylesheet, but then it says it "does
not exist".  If I insert the URI it seems to resolve to
on the saxon command line, it works.

I then tested the catalog with xsltproc, which also supports XML
catalogs, and it worked as expected.  That's why I
think it might be a bug in the resolver.
