DOCBOOK-APPS: Contributing to docbook localization

Hi,

I hope my message is not off-topic.

I'd like to localize docbook stylesheets in bulgarian language. Are
there any tools to do this? 

How can I do this officialy? I mean what have I to do to see my
localization in the official distribution of the docbook stylesheets?
