Just noticed this item.  The 4 title pages is also a bug in
FOP, as there should only be two title pages.  FOP
generates one extra page break (blank page) after the two
title pages, and the end-on-even forces the second blank
page.  In the newer stylesheets, there is only one extra
blank page.  This message provides a solution for the extra
page(s) after the title pages:
