Well, I think margin-left is the right property to use, and
the problem might be with FOP.  When I add margin-left to the
fo:block containing a table as you suggest, fop 0.20.5rc2 indents
the table text content but not the borders. It isn't indenting each
cell independently, it is indenting the whole table content, but the
border rules are not indented.  When I process the same fo file with
XEP, it properly indents the table and borders.
That's got to be a bug in FOP.
