Ok, that's weird indeed.

I compared the Cygwin source tar ball with the one available from your 
site and they are identical. So nothing could have gone wrong by porting.

I reinstalled xmlto, but that didn't change anything neither. I don't 
get any of the fo formats (dvi, pdf, ps) installed and the fo subfolder 
is missing from the format directory completely.
