For a similar problem, I add <?sbr?> in long filenames and have the xsls put in a <fo:character character=" " font-size=".01pt" treat-as-word-space="true"/> to create hyphenless linebreaks. Warning: Don't use font-size="0pt". The pdf will look fine, but some printers get confused. I suspect in either case that they are not treated as non-breaking spaces. think you could use to at least prevent the line from breaking.
