Widow and orphan control is a feature that is not yet implemented in FOP or PassiveTeX (it is marked in the PassiveTeX conformance table as "should be doable"). You will need an XSL-FO processor that implements the widow and orphan properties. RenderX and Antenna House make such processors, but they are not free.
