The problem was already found by D. Veillard,
the file has moved to gentext/locale, and a bug prevented to
be correctly put in 1.62.4 (should be corrected in next version).

I've a 1.62.0-1 version of docbook-xsl with fr.xml updated,
if you need it, I can send you...
