Your external entity file is parsed indeed. The message indicates that there
is an error in the declaration of your entity named "chris" which is located
in the file named "entities-test.xml", line 4 ff. The parser even tells you,
what is wrong there: "Start tag expected, '<' not found".  So have a look at
this entity declaration.
