You're probably right.  I suggest you request this be fixed.  Your 
example should yield:

<p>
[<a href="#book1" title="[book1]">book1</a>, <a href="#book2" 
title="[book2]">book2</a>, <a href="#book3" title="[book3]">book3</a>]
</p>

Maybe that can be addressed along with the changes that will accompany 
the new biblioref element.  Bob?
