white-space-treatment in docbook-xsl/fo

Hi,

I think it is a bug in XSL FO stylesheets. Templates for verbatim elements 
(verbatim.xsl) do not set white-space-treatment. By default,
white-space-treatment is 'ignore-if-surrounding-linefeed', which means
that all verbatim layouts will be flushed to the start edge.

Either ignore-if-before-linefeed or preserve, depending on what exactly
is required, should be set.

I am not sure about the formal procedure to file the report.
