Works for me.  When I process a file with your customization, I get a
finished page size (according to Acrobat's document properties dialog box)
of 8.27in x 11.69in.  The FO output includes these properties in the
page-masters: page-width="210mm" and page-height="297mm", which are the
values for A4.  What did you get?
