In your situation I would recommend creation of customized version of
DTD. This will be very small file that will include standard DocBook DTD
via parameter entities and will contain declarations of your additional
elements which you have in internal subset now. Having single DTD is
easier to manage than copying internal subset from document to document.
With this arrangement you should not have problems with Epic.
