Probably the best way to submit this material is as an attachment to a Feature request on the DocBook SourceForge site. You'll need a SourceForge login if you don't already have one, and then select Tracker -> Feature Requests -> Submit New, and select DocBook DSSSL as the category. Add your files or zip file at the bottom of the request. That way, any of the DocBook developers that have time will have access to the files.
