XInclude is not magic pixie dust that just works. You have to provide 
the software to make it work. I don;t know any XSLT processors that 
resolve XIncludes by default, and doing so would be nonconformant to the 
XSLT spec. libxslt will handle most of this, but you have to tell it to 
do so. It won't do that unless you ask it to.
