Wolfgang, I use XEP - http://www.renderx.net/Content/tools/xep.html It works very well, but it's not free. You can download a demo version and try it out. None of the free software XSL-FO to PDF engines (xmlroff, Passivetex, FOP) is quite ready for serious use yet. Passivetex has not been in active development for a long time time. xmlroff is still being very actively developed, but has a long way to go. You might consider trying DB2LaTeX - http://db2latex.sourceforge.net/ It uses LaTex instead of relying on XSL-FO.
