Ah, authorgroup in bibliography.mode is processed by the template named
person.name.list in common/common.xsl.  Copy that template to your
customization, and change the call to "person.name" to
"person.name.last-first".  Also in that template, the xsl:choose statement
that follows selects the punctuation between names in the list.  That uses
the gentext mechanism to get the punctuation from the en.xml file (so it can
be localized).  You may want to customize those gentext templates to use
semicolon instead of comma.  My book shows you how to customize the gentext
templates.
