I've been looking for a clean solution to this problem for some time.

What I ended up doing was (ab)using processing instructions.  For my
needs, using <phrase> was no good, since it's not allowed everywhere,
and using XInclude causes validation problems if you're interested in
continuous validation (such as when using emacs + nxml-mode).
