Hi Georges,
Currently  the stylesheets treat procedures as either formal or not formal,
and didn't anticiapte a mix of them.  Since the difference between "formal"
and "informal" in DocBook seems to be mainly the title, I would think the
stylesheet should treat untitled procedures as informal and not count them.
I would file this as a bug on SourceForge.  It will require fixing the
template that matches procedure with mode="label.markup" to not count
procedures without a title element.
