Duplicate ids

Anyone else seeing with docbook-xsl 1.68.1 (I need to test 69 later on) that
using qandasets generate duplicate ids for anchor elements?

I am working on a small test case that shows this (will finish when I get
home), but the resulting HTML is:

  <col align="left" width="1%"/>
    <tbody>
      <tr class="qandadiv">
        <td align="left" valign="top" colspan="2">
->        <a id="tendra-history"></a>
	  <h3 class="title">
->          <a id="tendra-history"></a>1. TenDRA History</h3>
	</td>
      </tr>
