| impext.xml contains 2 chapters, and the error is reported at the start

It's an XML requirement. :-)

Documents have to be single rooted. This is true despite the fact that
external parsed entities don't have to be. Go figure. It sucks even
more when you realize that xinclude includes documents, so they have
to be single rooted too.
