You aren't doing anything wrong, but it doesn't work as it should for
informaltables.  There are a number of inconsistencies in how formal,
informal, CALS, and HTML tables are handled.  I started on a rewrite of the
table templates to try to align them, but I have not finished it.

In the 1.69.1 stylesheets, you can use this in your customization layer to
add a keep to all informaltables:

<xsl:attribute-set name="informaltable.properties">
  <xsl:attribute name="keep-together.within-page">always</xsl:attribute>
</xsl:attribute-set>
