Hi Ray,
I tried this on both xmllint and Xerces XIncludes.  I found that 
in Xerces, the empty xml:base properties on the input force the 
xml:base properties on the output to be full pathnames, and they 
are correct.

When I tried it with xmllint, it had no effect.  The output 
xml:base properties were still relative, and earlier versions of 
xmllint still produce incorrect nesting of xml:base properties.

So this fix is useful when used with Xerces XIncludes, but not 
older versions of xmllint (and xsltproc).
