Seems to be a FOP bug. I can reproduce it, but I have no real help to offer.


There is a laconic remark in the FOP release notes: "There are several small
problems around white space handling."

My guess is this FOP bug:

Does it work if you don't put the footnote in a list?

This seems similar to a known FOP problem concerning header/footer rules and
indentation:

I don't know what to do about it, sorry.
