Hi Dan,
I think you meant href="c1.html#c1s2" (instead of c1c2).

This works for me with the xhtml stylesheet.  That is, there is anchor with 
name="c1s2" near the section title.  What parameters are you setting?  Do 
you get this problem with the stock DocBook XSL stylesheet?
