Well, normally when a non-chunked HTML TOC is produced, the hrefs are all relative (#bar).  I'm not sure I understand how you could get a full URL prefix.  From where does the stylesheet get the http://www.foo.org part of this URL? Is that a parameter value, or what?  Are you sure the full URL is in the HTML, and not just displayed in the browser bar?

How does one eliminate the full path with just a relative toc entry ( #bar )
