Hmmm, that's what I thought. Could I turn them off and place <toc/> to manually turn them on?

This would require a customization.  In both HTML and FO output, the chapter template checks the generate.toc parameter and then calls a template named 'component.toc'  in the html/ or fo/autotoc.xsl stylesheet module.  You could customize that to turn off the chapter toc processing if certain conditions are met, such as a single section or a processing instruction.  If you need more specifics, don't hesitate to ask.

I have not yet figured out if there is a way to turn off chapter TOC's individually. I can use the "generate.toc" parameter to turn them all on or off, but if I wanted to turn off a specific chapter - like one with only one section in it - how would I do that?
