Hmm, you ought to be able to do that, but its
broken. It seems that ever since the autotoc templates were added, no
one has maintained the templates that process an empty <toc/>
element. The templates I find are incomplete and don't work for chapter
or section. I'll file a bug report, but it won't get fixed
immediately.

This would require a customization. In
both HTML and FO output, the chapter template checks the generate.toc
parameter and then calls a template named 'component.toc' in the
html/ or fo/autotoc.xsl stylesheet module. You could customize that
to turn off the chapter toc processing if certain conditions are met,
such as a single section or a processing instruction. If you need
more specifics, don't hesitate to ask.

I have not
yet figured out if there is a way to turn off chapter TOC's
individually. I can use the "generate.toc" parameter to turn them all on
or off, but if I wanted to turn off a specific chapter - like one
with only one section in it - how would I do that?
