Yes. The lot element was a specialized Table of Contents and was dropped with the intention of using an attribute on the toc element to express the type of contents to be listed. The role attribute on an lot was used by some systems to specify the specific type of list of titles to generate and would work well serving the same function on the toc element. You could also introduce a class attribute if you wanted to provide a clearer expression of intent.
