If you can live with something that's more like an article, DocBook will be fine. If not, you'll probably have to generate your special XSL-FO formatting directly. If the goal here is to create a layout once and then pour text into it regularly, a high-end publishing package might be better here. These days, I'd pick InDesign, but if you have an old copy of FrameMaker or something like that, that can work, too. Packages of this caliber tend to be scriptable, handle separate layout and copy naturally, and will probably generate better HTML than your average word processor or cheapie publishing package. As for PDF, excellent quality PDF is de rigeur at this level.
