Oh, sorry, I read badly the fo/pagesetup.xsl file as if the 
$draft.watermark.image test that set that attributes was nested inside the 
$axf.extensions tests.

Just tested <xsl:param name="draft.mode" select="'yes'"/> with  FOP-0.93 and 
it works right.
