It will work if you use an empty ulink, like:

<ulink
 url="http://publib.boulder.ibm.com/infocenter/wasinfo/v6r0/topic/com.ibm.we
bsphere.base.doc/info/aes/ae/trun_svr_nonroot.html"/>

ulink.hyphenate is used to hyphenate URLs generated from @url attributes, not 
to hyphenate raw URLs found on the text flow.
