If you are down at sect3 level, why not consider using formalpara instead of sect3?  No use of course if you have a sect4 coming up.  formalpara puts the heading on the same line as the text.

e.g.

formalpara title /title para /para /formalpara para /para para /para

formalpara title /title para /para /formalpara para /para para /para

etc.
