indeed, now there are just 2 errors:

$ xmllint --timing --xinclude --noout --postvalid --noent impnotes.xml
Parsing took 624 ms
Xinclude processing took 219 ms
impnotes.xml:49: element book: validity error : No declaration for
attribute xmlns of element book
impnotes.xml:49: element book: validity error : No declaration for
attribute xmlns:xi of element book
