Google Summer of Code Application Draft

I just posted a very rough draft of the application for the Google
Summer of Code.

Feel free to comment either by editing the page or sending me email. I
will also be working on the page over the next few days.

IMPORTANT NOTE: There needs to be a backup administrator who has a
google account, and I need to include information about that
administrator in the application. If you are able to act as the backup
administrator, please let me know right way (rlhamilton@frii.com). If we
can't find a backup, we can't participate.
