That's a good point. I have tried with FOP for RTF (big troubles with tables) thus was searching another direction, but I can give XSL-FO Converter a try and see what I get.

You can use FO stylesheet which is part of DocBook XSL stylesheets distribution and then use FO processor which is able to output ODF -- for example http://www.xmlmind.com/foconverter/
