No, these are two things. The first stage for Google is to choose 
mentoring organizations. The second stage is for chosen mentoring 
organizations to submits project proposals, based on which it gets 
allocated a certain number of slots.

We were in the first stage, where Google evaluates potential mentoring 
organizations. They use a set of criteria to figure out which ones to 
pick, and it seems they used the "ideas" pages as a metric to get a 
sense of a) what kind of projects organizations offered, and b) how well 
an organization supported its students. In other words, this was about 
the organization, not about specific proposals.

(Ironically, as David pointed out, we have had discussions in the past 
about how best to encourage student participation, and one of the themes 
that was even discussed at last year's mentor summit was to *not* 
over-specify ideas, as a means to require students to put more effort 
into putting together a proposal. That would allow organizations to 
better evaluate prospective students, reducing the risk of projects 
being abandoned.)
