Subject: default value for @content-width in fo xsls

Is there any reason not to make the default "scale-down-to-fit" [1]? Or should it be parameterized for those using older fo processors that don't support scale-down-to-fit? If so, is there an existing parameter that could be used or would it require a new parameter?
